With over 20 years of honorable military service, including service as an Area Defense Counsel, advisor to two General Court-Martial Convening Authorities, Chief of Policy and Precedent at the Air Force Military Justice Division, and Chief Air Force Appellate Defense Counsel, Ray brings extensive Military Justice experience to the clients of KML.
Following his retirement from the Air Force, Ray served an additional 15 years with the Department of Defense Office of the General Counsel in a branch known as the Defense Office of Hearings and Appeals, representing the Government in security clearance proceedings. Ray’s knowledge of security clearance litigation, the mistakes often made by the government, and the issues most important to success are unmatched.
In 2017, Ray was appointed as a member of the Department of Defense Claims Appeal Board, where he reviewed and issued appellate decisions on previously denied claims for financial compensation. Ray was educated at Villanova University where he earned a Bachelor’s Degree in Economics followed by earning his J.D. at St. John’s University School of Law.
